Informing the Implementation of California’s Universal Prekindergarten with Data and Analysis

 This project will help guide the implementation of the State’s multi-billion effort to equitably expand Universal Prekindergarten in California.

Background

In July 2021, California passed a budget to expand Transitional Kindergarten to serve all four year-old children in the State. To guide the implementation of this multi-billion dollar effort, alongside other elements of a new Universal Prekindergarten (UPK), California’s leaders have embarked on a new results-focused agenda to monitor success and direct resources and policy.

Research Project

To support the California Department of Education (CDE) in monitoring UPK implementation, the California Policy Lab, with support from the Heisings-Simons Foundation, will support the development of (1) a data governance infrastructure that integrates data across programs and (2) CDE’s internal capacity to draw on data analysis to guide UPK implementation.
