High Utilization of UI Benefits

Better understanding the experiences of high-intensity users of the Unemployment Insurance system could lead to better policies to support these workers.

Background

While many U.S. workers experience consistent, full-time employment, others face far more unstable conditions. This could include multiple job displacements, layoffs and recalls to the same employer, and for seasonal workers, regular periods of unemployment. As a result, these workers may receive Unemployment Insurance (UI) benefits more frequently.

Research Project

This project will focus on high-intensity utilization of the UI system over an extended period of time in order to better understand the causes. This analysis will include creating a more comprehensive picture about workers who frequently claim UI benefits, including learning more about their periods of unemployment and their incomes before and after receiving UI benefits. It will also examine if there are seasonal aspects to when these workers claim benefits. Our results will help inform our policy recommendations for better serving these workers.
