Carl is a Data Analyst at UCLA on the labor team where he works with the unemployment insurance and workforce training teams. He is interested in racial and class disparities in access to entitlement benefits and how research on these differences can inform policy changes to rectify these systemic inequities.

Carl is proud to have worked with the unemployment insurance team to draft the 10 Key Insights from the COVID-19 Pandemic report. This work synthesized two years of research by the team and provided state and federal policymakers with insights on inequities in the UI system, as well as strategies to address those inequities and to improve how UI claims are measured.

Before joining CPL, Carl worked at the Brookings Institution, where he presented his work on student loans and inequality on a panel with a keynote address by Senate Majority Leader Chuck Schumer.

Outside of his work at CPL, when he’s not watching Star Trek, Carl loves to hike, bake, and take care of his succulent garden.
