About the California Policy Lab

The California Policy Lab (CPL) creates data-driven insights for the public good. Our mission is to improve the lives of Californians by generating evidence that transforms public policy. We do this by forming lasting partnerships between government and California’s flagship public universities to harness the power of research and administrative data. We work on California’s most urgent problems, including homelessness, poverty, crime, and education inequality. We facilitate close working partnerships between policymakers and researchers at UC Berkeley and UCLA to help evaluate and improve public programs through rigorous empirical research and technical assistance.

The Position

The Development Manager will lead the Lab’s development efforts, reporting to the Executive Directors of each site. The position will develop and implement a fundraising strategy and will be responsible for identifying potential donors, cultivating those relationships, and fundraising for a multi-million dollar annual budget and future endowment. The Development Manager will also support research staff in applying for government and foundation project support grants.

The Development Manager will join our growing team at a critical juncture in our development. Our project launched in 2017 and we are rapidly expanding our teams in the UCLA and UC Berkeley offices. We have had success with early development efforts, especially with foundation support, and have a stable base on which to grow the Lab. The Development Manager’s efforts will focus on expanding and diversifying our long-term funding sources.

The Development Manager should have demonstrated skill in fundraising from individual high-capacity donors. Ideally, candidates will have experience working with organizations who focus on one or more of CPL’s policy areas, including criminal justice, education, labor, homelessness, and the social safety net. We have a preference for candidates who are familiar with a non-profit, academic, or research environment, especially one where there is an existing development environment to navigate. The position works directly with leading social policy researchers at UC Berkeley and UCLA, state and local government agency staff, as well as the leadership team at CPL, and it is important that the candidate be able to communicate our work to different audiences. The position will be based in Berkeley, but will occasional require travel to Los Angeles and other cities.

We are looking for a Development Manager who is passionate about the work of the California Policy Lab and is effective at telling our story to potential funders. The ideal candidate would be a seasoned fundraiser that can draw on prior experience and relationships to help CPL diversify and solidify new funders.

Some of the main responsibilities of the Development Manager are:

  • Developing, updating, and implementing a fundraising strategy
  • Identifying potential prospects through background research
  • Creating and maintaining a database of prospects
  • Cultivating relationships with donors and preparing fundraising pitches
  • Maintaining ongoing communication with funders
  • Planning and implementing fundraising projects, programs, and events
  • Developing reports and communications for existing funders
  • Identifying opportunities to apply for grants and managing submissions
  • Supporting research staff in the writing of grant applications
  • Ensuring that predetermined fundraising goals are met ($4-5 million annually through multiple channels)

Qualifications

  • Training and experience that clearly demonstrates qualifications.
  • Minimum requirement of a Bachelor’s degree in a relevant field.
  • Deep expertise in fundraising and donor relations required. Preference for at least five (5) years of job experience in fundraising.
  • Excellent written, oral, and interpersonal communication skills, including political acumen, to build and maintain effective working relationships at all organizational levels and with outside constituencies.
  • Expert skill in making persuasive and compelling presentations in securing gifts.
  • Expert analytical, critical thinking, problem recognition/avoidance/resolution skills.
  • Experience in project management and conducting projects independently on deadline.
  • Skills to meet or exceed fundraising goals and objectives.
  • Expertise in the areas in which the California Policy Lab works preferred.
  • Past experience fundraising at a non-profit, university, or other research environment preferred.
  • Past experience in applying for grants and managing relationships with foundations preferred.
  • Past experience working for or with government agencies a plus.
