Departmental Overview
The California Policy Lab (CPL) creates data-driven insights for the public good. Our mission is to partner with California’s state and local governments to generate scientific evidence that solves California’s most urgent problems, including homelessness, poverty, crime, and education inequality. We facilitate close working partnerships between policymakers and researchers at UC Berkeley and UCLA to help evaluate and improve public programs through rigorous empirical research and technical assistance.

The Research Associate will join our growing team at a critical juncture in our development. CPL has several projects in flight, ranging on topics from criminal justice and homelessness to employment and the social safety net. The Research Associate will be responsible for linking, preparing, and analyzing large administrative datasets; helping to design and implement rigorous research designs, including randomized control trials (RCTs) and quasi-experimental studies; preparing graphs, tables, and other displays of research results; preparing reports and presentations; and developing other policy-relevant deliverables. The Research Associate will contribute to a growing practice of advanced analytical solutions to provide data-driven research and technical assistance to governmental partners. The Research Associate will report to the Executive Director and assist the Executive Director in administration and execution of the Lab’s other activities.

The Research Associate will apply a variety of statistical modeling approaches to large datasets in real-world settings. The Research Associate will collect and clean data, collaborate in research design and model development, and implement studies via advanced data analysis, all while working on multiple research projects concurrently. The position works directly with leading social policy researchers at UC Berkeley and UCLA, state and local government agency staff, as well as the leadership team at CPL. The position will require occasional travel to Sacramento or elsewhere in California.

CPL Berkeley is being incubated in the UC Berkeley’s Institute for Research on Labor and Employment (IRLE). The mission of the Institute is to promote policy-relevant research in the fields of labor and employment at Berkeley and throughout the University of California. IRLE is headed by a Faculty Director, who also serves as the Faculty Director of CPL Berkeley.

  • Analyzes research data; prepares and summarizes information; recommends and implements statistical approaches.
  • Cleans and prepares data sets, primarily from government sources, for analysis, using STATA.
  • Collaborates on the design, documentation, testing and implementation of research studies.
  • Assists the Executive Director with administration and execution of the Lab’s other activities.
  • Prepares graphs, tables, and other displays of the results of research and analysis. Assists with preparation of manuscripts and presentations, including gathering references, copyediting, and confirming internal consistency.
  • Researches and summarizes academic and applied research.

Required Qualifications

  • Demonstrated quantitative skills, knowledge, and experience in data/statistical analysis, including analyzing large governmental data sets.
  • STATA programming skills or knowledge of another, similar language (e.g., SAS, R, SPSS) with commitment to learning STATA.
  • Solid interpersonal skills and communication skills, including solid writing skills.
  • Organizational skills and attention to detail.
  • Ability to multi-task with demanding timeframes.
  • Ability to work both independently and as a team member.
  • Ability to work discreetly with sensitive and confidential data.

Preferred Qualifications

  • Experience working with large and complex datasets.
  • Proficiency with additional statistical or programming languages such as R, Python, or SAS.
  • Proficiency with data visualization software such as Tableau, GIS, or related.
  • Proficiency with machine learning and natural language processing.

Other Information
This is a full time, three year contract position, with the possibility of extension.

CPL Berkeley is run by an Executive Director, Evan White, with a decade of experience managing projects in government and nonprofits. He has worked on issues ranging from consumer finance and housing to energy efficiency and discrimination, and has a deep interest in evidence-based policy and the potential for technology and data to improve government and, through it, people’s lives. Our Faculty Director, Jesse Rothstein, is a professor of public policy and economics and Director of the Institute for Research on Labor and Employment. He served in the Obama administration as Chief Economist at the U.S. Department of Labor and as Senior Economist with the Council of Economic Advisers, Executive Office of the President. His research focuses on the way that educational and labor market institutions influence inequality of opportunity and outcomes.
